Colleagues,

About 6 weeks ago we were preparing to send you our March newsletter. Then the world changed and I felt that we all were not ready to talk about accomplishments and opportunities.

 

We are now at a time where we are getting our bearings in our new reality at S&T, in Rolla, Missouri, the nation, and the world. So I wanted to reopen the communication channel between my office and the campus. To share with you our March newsletter, and also add information of what has happened since about a month ago.

 

So, what have we done? The Office of the Vice Chancellor for Research and Graduate Studies has organized two “Research Continuity” workshops to keep you informed, and we will do more. We organized our April “We Dig Research!” get together where 12 colleagues presented and 59 total participated; our best number ever. We ran a workshop to inform our junior faculty about early career research opportunities, which was also attended by a significant number of Ph.D. students. And we also had a workshop about using project management methods to address writing a research proposal.

 

We are also planning to run our “Strategic Research Retreat” virtually, and to organize a workshop on how to work with industry in R&D.

 

In mid-March we formed a committee to evaluate opening some of our research labs. I cannot thank enough the members of the committee, Drs. Khayat, Lueking, Mormile,  and O’Malley who did a yeoman’s work establishing rules and procedures to allow limited and necessary access to many of our labs.

 

Since April 24 we expanded our committee by adding Ms. Bresnahan, Dr. Goodman, and Dr. Corns, and also expanded the research laboratories that may be opened, and modified the process used to approve openings.

 

I want to assure you that research continues to be one of the most important aspects of what S&T does. Research trains our students. Research improves our reputation. Research brings to our campus the best faculty which attract the best students. Missouri University of Science and Technology is a major research University, and we will get out of this pandemic as strong if not stronger than before.

March 2020 Newsletter

The VCR office organized and participated in a number of events and strategic discussions in the past few months:

 

Early Career Awards Workshop

On January 31 we organized the “Early Career Awards Workshop” attended by 26 junior faculty. During the workshop we presented opportunities available from NSF, NIH, DoE, Agriculture, Education, and other funding agencies, all focused on faculty at the beginning of their careers. Representatives from The Connector (theconnector@missouri.edu) were present to guide faculty on preparing Broader Impact statements, and to evaluate up to three CAREER proposal drafts.

 

We Dig Research!

On February 28 we continued our series that brings faculty together in joint research endeavors. The last event attracted 10 presentations and almost 30 participants. At least three groups of researchers from CEC and CASB started collaboration conversations. Please put the next event on your calendars: April 4.

 

Beyond NSF

Also on February 28 we hosted the “Beyond NSF” meeting that was successful beyond expectations. More than 50 faculty and PhD students attended talks by Drs. Laura Bartlett, Johnathan Kimball, Jenny Liu, Rich Wlezien, and Don Wunsch, who discussed working with DoD, DoE, DoT, NASA and DARPA, and DARPA respectively. The event was so well attended that we are planning a second one, and will include information about NIH, as well.

 

Consortia Memberships

One way to increase our research awards and also enhance the visibility of our research capabilities is membership in consortia. Most of them are DoD consortia, but not all.

 

Consortia bring together industry and academia in areas of particular research interest to DoD, DoE, industry, etc. Often these consortia receive dedicated funding through congressional appropriations and the Federal budget process. Attending consortia meetings allows the creation of strong collaborations, and lead to proposals that have a high probability of success.

 

Right now we are members of the following (please note that some of these are consortia under another consortium):

  • National Armaments Consortium
  • National Consortium of Applied Hypersonics
  • Aviation and Missile Technology Consortium
  • Medical Technology Enterprise Consortium
  • DoD Ordnance Technology Consortium
  • National Center for Defense Manufacturing and Machining
  • U.S. Advanced Battery Consortium/DoE

 

My office is paying the membership to all these, and so far we have received funding either as PIs or as team members from some of the consortia. We have also responded to an RFI and have funded faculty to attend consortia meetings.

 

You will occasionally receive information about workshops, meetings, RFIs, RFPs, etc., from my office related to these and other consortia. Please give extra consideration to these as they have dedicated funding and can lead to long term research relations with funding agencies.

 

NOTE: If you know of S&T’s membership in additional consortia, please let my office know. The ones listed above are ones we have joined in the past 2 years.

 

Grad Pathways Program

Directly related to research is the newly approved Grad Pathways Program. This University-wide program gives the opportunity to our best undergraduates to join our graduate program early, receive MS/MA/MBA credit for graduate courses taken as undergraduates towards their bachelor degree, and complete bachelor/master degrees in 5 years. The program was approved by the Graduate Faculty on February 24, and is effective immediately. The program was described in detail in a number of informational emails to departments. I hope all your departments will consider adopting this program, implement it immediately, advertise to juniors, and enroll them in the appropriate graduate courses for Fall 2020.

 

System-level Technology Transfer Task Force

In October 2019 President Choi established the University of Missouri System-wide Technology Transfer Task Force. Its charge was to develop a proposal to sustainably fund and distribute revenue from technology transfer activities consistent with the guiding principles below.

 

Guiding Principles

  1. The funding model for the administration of technology transfer should be equitable in sharing of costs. Each Campus must contribute to the full cost of the technology transfer effort, including the patent costs. It is important that each Campus is vested in this work.
  2. Technology transfer support must be accessible to potential inventors, while ensuring prioritization of limited resources.
  3. Technology transfer support functions should not be replicated across the UM System and roles and responsibilities across the technology support model will be clear.
  4. Revenues generated from technology transfer activities should be shared in a manner that balances the need to cover costs and encourages investment in research and development activities. Each inventor should receive a return equivalent to what they receive today.
  5. The task force should confer with the Intercampus Faculty Council (IFC), President, Chancellors and the President’s Research Advisory Group on a regular basis.

Current policy (excluding plant varieties) for royalty sharing (CRR 100.020):

  • System pays for the patent
  • If licensed:
    • Inventors receive 1/3 of royalties
    • Patenting costs are collected by the System
    • System receives 2/9 of all royalties
    • Department receives 2/9 of royalties
    • Tech Transfer receives 2/9 of royalties

The proposed new CRR may be as follows:

  • University pays for the patent
  • If licensed:
    • Patenting costs are collected by the University
    • Inventors receive 1/3 of royalties
    • University receives 2/3 of the royalties – division TBD

This information was discussed on 3/5/20 with the Faculty Senate IP committee and will be brought for discussion to the Senate and the Leadership Team.
