Dear S&T students, faculty and staff,

DeepSeek is an AI large language model (LLM) developed by a Chinese startup company. It has quickly gained popularity and has become a competitor for other AI models such as OpenAI. This is largely because DeepSeek requires less computing power and is less expensive than other AI models.

DeepSeek has made its models freely available to researchers. However, the models are heavily influenced by — and biased in favor of — the Chinese government. Currently, DeepSeek is in violation of the General Data Protection Regulation, a European Union law, and is being investigated by countries such as Italy and Belgium. DeepSeek has been banned in Australia, in the U.S. Department of Defense, and legislation has been proposed in the U.S.

In short, S&T users, including researchers, SHOULD NOT use DeepSeek:

  • On the web
  • Through the mobile app
  • Through the API (application programming interface)

DeepSeek’s programmer options CAN BE used locally with DCL 1 - Public data through:

  • Local Open-Source Model Use
  • API Access through AWS Bedrock
